Part.1 -- Company Profile
CAAC Central and Southern Regional Administration, one of the most intensive regional air traffic control authorities in China, is responsible for air traffic control in six provinces, namely Henan, Hubei, Hunan, Guangdong, Guangxi and Hainan, and has 12 air traffic control bureaus and 14 units directly under its jurisdiction.
The communication, navigation and surveillance business is one of the three basic businesses of the air traffic control system, providing ground and air communication, flight navigation and radar surveillance services for air traffic management, which is the foundation of the intelligent air traffic control and the leading industry of scientific and technological innovation of the air traffic control system.
Central South Air Traffic Control Bureau(CSATC)'s original telephone system is Huawei system. Huawei withdrew from the To B voice communication market. And for user, the later maintenance and system expansion is a pain point.
Equiinet helped its partner, Guangzhou Yucheng. Deployed a SINA IP communication system with a large number of registrations, which helped user to upgradecurrent Huawei system and meet the daily office communication and personalized customization needs of the ATC.
Part.2 -- Enterprise Requirements & Solutions
Requirement 1:The first phase of the communication system needs to support 4,500 registrations, and the second phase needs to scale up to 15,000 registrations. Meanwhile, in order to ensure the high stability of communication, the system needs to support high availability .
Equiinet’s solution:Provide SINA system for Central South Air Traffic Control Bureau, which can support 4,500~20,000 people to scale up in the second phase; and deploy two sets of SINA system, with high availability, which can highly guarantee the stability of the communication.

Requirement 2: At present, all phone lines of CSATC are deployed on Huawei's CC08, andcustomer hope that the phone lines can be connected to the SINA system without changing current wiring .
Equiinet Solution:Deploy two EQ-8E1 gateways to connect with Huawei CC08. Using SIP protocol to connect the E1 gateway with the SINA system, Real case scenario: the SINA system can make inbound and outbound calls through the phone lines of Huawei CC08.

Requirement 3: Customer wants to keep the current analog phones, which are currently partially connected to Huawei UA5000 and partially connected to IAD gateway.
Equiinet Solution:Through SIP protocol, Huawei UA5000 + IAD gateway is connected with SINA system to ensure communication between devices.
The final result:
(1) The analog phones of Huawei UA5000 can not only call SINA extensions but also make inbound and outbound calls.
(2) The analog phones of IAD gateway can be registered on the SINA system. Not only can call each other, but also make inbound and outbound calls.
Demand 4: According to its own business needs, CSATC wants to do some customized function development.
Equiinet Solution: SINA has perfect communication functions and rich API interfaces to satisfy users' daily office communication and support customized development of new functions.

Summary of customized development requirements of the CSATC:
1. Call Limit Group
Since the CSATC has to manage several subordinate units, the communication systems of these units are all provided by CSATC, so they need to do company-to-company, department-to-department isolation. The call limit group will be set for the companies or departments that are not related to each other.
Scenario description:
(1) In each call limit group, extensions can be specified, e.g. 1001 1002, the prefix of the number that restricts the number that can't be called, e.g. 01XXXXXXXXXX, 02XXXXXXXX.
(2) Then 1001 and 1002 can not call 01XXXXXXXXXX and 02XXXXXXXX; other extensions not in the limit group such as 1003, 1004 can call.
